California State Compliance effective January 1, 2010
Effective January 1, 2010, trucks with model year 1993 or older engines are no longer legal at ports and Intermodal rail yards. Trucks with model year 1994-2003 engines must now be equipped with an ARB (Air Resources Board) approved Level 3 control device (e.g. a particulate filter). Effective January 1, 2013, all trucks will need to be equipped with model year 2007 and newer engines.
Exclusive is 100% Compliant
Exclusive is fully compliant with the newly implemented state truck regulations. We run a fleet of state compliant trucks for all of our Intermodal operations and empty terminations to the ports with a limited fleet of clean trucks for our harbor operations.
Employee Mandate
The Los Angeles Harbor Commission has approved a schedule by which harbor
trucking companies in 2011 must begin phasing employee drivers into their fleets,
with 100 percent employee drivers required by Dec. 31, 2013.
Motor carriers in Southern California represented by the Harbor Trucking Association
immediately criticized the harbor commission for a measure that trucking executives
say could result in further diversion of cargo from the port.
This is an issue of national significance because the introduction of employee
drivers in Southern California could lead to unionization of those drivers
by the Teamsters. If successful in Los Angeles, the Teamsters would most likely
attempt to organize drivers in other ports.
The Harbor Trucking Association, which represents 75 licensed motor carriers
operating in Los Angeles-Long Beach, stated that trucking companies and cargo
interests oppose the Los Angeles program, which is part of its clean-truck
plan.
